Xal-Kor awakes from a regenerative sleep to find that 23 years have passed. Both Prof. Hawe and Felina are dead, but he has two grown children, Xal-Kor-Tu and Felina-Du. The war against the Rodentites still continues, and on finding Xal-Kor is still alive, Queen Roda has the general who claimed to have killed him years earlier executed. Following a period of intense paranoia, Roda takes the advice of her aide Zaktl, and determines she'll stop at nothing to accomplish their plans, and see Xal-Kor dead!

"Colin Chambers" gets his old job back, then finds out that Ed Haines is in a nursing home. Ed recovers the will to live when he learns Xal-Kor is still alive. Meanwhile, Roda's daughter, Rhee, is also working undercover at the same news office her mother used to, and Roda decides to bring The Invincible Vole out of hibernation. She impresses on him she will not allow any emotional connection, then makes him commander of all her forces. Xal-Kor contacts cat-agents worldwide to let them know the battle is not lost, and we learn the details of Felina's death, in battle against the rat-men.

Xal-Kor recovers papers left behind by Prof. Hawe and gets ahold of a "Cat-Seeker" device that the Rats have been using to track down and kill Cat-Agents. The rats' latest secret underground base is discovered, from which they play to use their "Omni-Blast" device on Grande City. A huge battle between Roda's and Xal-Kor's people erupts, with victory for the Cats. The Vole escapes along with Queen Roda, swearing revenge.
