The Punisher gets a tip from an old marine buddy about an international drug ring which is being run, in part, by a Vietnam vet who was in their unit and who is listed as dead on the Memorial Wall. When his friend, Ayers, turns up dead, the Punisher begins working his way up the cocaine ladder to get to the people responsible.

Thinking that he is disaffected with his lot in life and wants to join their drug operation, Hoyle brings the Punisher to Bolivia to meet with a South Vietnamese general turned cocaine drug lord. When General Tranh commands Frank to shoot a Bolivian DEA agent to prove his loyalty, the Punisher rescues Valencia and the pair try to take out the heavily armed drug ring.
