At one of the JSA's meetings, a new Red Tornado interrupts the group claiming to be the original Red Tornado. The group gives this new Tornado a chance to show his heroism, but every time the JSA is about to defeat a group of criminals, the Tornado interferes, causing them to seemingly die in battle. When he learns it was T.O. Morrow who was behind the JSAers' deaths, Red Tornado goes to Earth-1 to enlist the Justice League's aid.

Starman tells the JSA of a new menace, Aquarius, a stellar being who had been dis-incorporated but sensed Starman's cosmic rod's energies, and used them to reincorporate himself. After nearly being defeated by the JSA, Aquarius uses the rod to blink Earth-2 out of existence, but not before several members protect themselves in an energy bubble using Fate's magicks and GL's ring's mystic energies and send Red Tornado to Earth-1 to get the JLA's help to battle Aquarius.

The JLA heads to Earth-2 to aid the JSA against Aquarius. By the time they arrive, the JSA defenses against Aquarius have faded and he has made the heroes his slaves. Under Aquarius' control, the JSA fight the JLA. As the energy from Starman's rod increases dramatically, an enormous energy ball forms, which threatens to kill Black Canary. Her husband Larry awakens from Aquarius's control and sacrifices his life to save her. Both teams then regroup and defeat Aquarius with the Black Canary deciding in her grief to leave the JSA for a new home on Earth-1.

As the non-fallen members of both teams regroup to fight Creator2, the JSA decides to use magic against Creator2's science in order to defeat him, which works, as Red Tornado also breaks free from Creator2's hold on him to turn the tables and save the day.
