We open to a world ruled by Vandal Savage, where Superman is his enforcer and Jimmy Olsen is a rebel. Jimmy is captured, but luckily Lois Lane is secretly on the side of the rebels too! Lois is able to show Superman the evil of Vandal Savage, but she is killed in the process, and Vandal Savage disappears into the past.

Superman travels to the World War II era to track down Vandal Savage. Lex Luthor reveals how things came to be that Vandal Savage rules the world. The story involves a seer in ancient Sumer telling Savage that he could be a great ruler on Earth One. So Savage planted special "time bombs" to alter the past, making him ruler. Jimmy goes to the past to help Superman, not knowing that Luthor plans to take over. Superman is able to stop the sequence of events that will lead to Vandal Savage's rule, and everything returns to normal.
