Roy Rogers is referred to as "Trigger's master" and is only shown from the back and from a distance. Uncle Mike is the one who rides Trigger for the serum. This was likely done to comply with Postal regulations for Second Class mail that required one of the stories in the comic to feature someone other than the main character of the other stories.
