Carnival operator, Mary Conway, seeks help from Charlie when her fiancee, Eric Marlin, is accused of being the Rockingham Bandit. After he is arrested, Charlie holds off a lynch mob by promising to solve the case in 48 hours. Charlie is clubbed and left in a lion's cage. Later he dives to recover a body and his air line is cut.
