Tell me, Dad, have you brought up your new bill to Congress yet?
The Grim Circle, in an effort to stop a Congressional bill, shoots Senator Shelby and Michael Shelby is caught in the crossfire. Professor Lascomb tries to save Michael's life and, in the process, imbues Michael with superhuman abilities. Michael, endowed with superhuman abilities, vows to fight crime and uses his newfound powers to bring down the Grim Circle.
