On the day Jay Garrick is to be installed as Mayor of Monument Point, Dr. Fate returns, injured and without Lightning. Later, during the inauguration ceremony itself, Per Degaton appears in JSA headquarters sporting new abilities and a new look, with a grudge against the JSA not for what they have already done, but for what they will do in the future. Jesse Quick snatches the villain and places him in a secure holding cell, but not before he remarks on the irony that it is she who will be responsible for what will happen to the world.
